Potraz expression interest

The Postal and Telecommunications Regulatory Authority of Zimbabwe (POTRAZ), a statutory body established in terms of Section 3 of the Postal and Telecommunications Act [Chapter 12:05] to regulate the Postal and Telecommunications Industry in Zimbabwe invites expressions of interest from eligible legal services /firms to be placed on its panel of External Counsel under a framework agreement for a period of two (2) years. During the two-year period, POTRAZ may appoint any firm on the Panel, to provide the required legal services as and when needed, mainly in the fields of Intellectual Property, complex commercial transactions, legal tax issues, Conveyancing, Litigation, Legislation Drafting, Debt Collection, Labour and Corporate Governance.

Firms will be shortlisted in accordance with the procedures specified in Part VIII of the Public Procurement and Disposal of Public Assets Act [Chapter22:23] and Part VI of the Public Procurement and Disposal of Public Assets (General) Regulations, 2018 (Statutory Instrument 5 of 2018), and in accordance with the shortlisting criteria indicated in the Expression of Interest document. Short-listed Firms will be invited to submit their proposals on a separate document based on the Standard Request for Proposals for the Selection of Consultancy Services and the firms that submit the successful proposals will be engaged on the contractual terms set out in the Request For Proposal document and in accordance with the General Conditions for consultancy services and special conditions of Contract. Copies of the Act and Regulations and the standard documentation are available on the website of the Procurement Regulatory Authority of Zimbabwe. Participation in this bidding procedure is restricted to Zimbabwean bidders only.

Late applications will not be considered and no liability will be accepted for loss or late delivery. POTRAZ will not be responsible for any costs or expenses incurred by firms in connection with preparation or delivery of the application.

The closing date for submission of Expressions of Interest is 14 April 2020 at 10:00.

The expressions of interest shall be submitted in the tender box situated at POTRAZ Head Office reception before the submission deadline.

NB: Documents will be available for collection beginning Monday, 16 March 2020.
