ZACC recently shared an update on their investigation into Mike Chimombe and Moses Mpofu. These two individuals are accused of stealing trust property and engaging in money laundering.

Chimombe-Chivhayo-Mpofu Case: Tenderpreneurs Not in Zim

The story begins with a whopping US$40 million that Chimombe and Mpofu allegedly received from GoZ. The funds were meant for a noble cause: supplying goats to underprivileged households through the Presidential Goats Scheme. However, instead of fulfilling their mission, they took a detour. Rather than delivering goats, they splurged on luxurious mansions and fancy cars.

ZACC's diligent investigators, led by Mr. Chapwanya discovered that in November 2021, the government signed an $87.7 million contract with a company called Blackdeck Livestock and Poultry Farming.

Moses Mpofu represented this company, which supposedly aimed to supply over 600,000 goats over five years. But here's the twist: no such company is registered in Zimbabwe. The real registered company is Blackdeck Private Limited, with Mpofu and Phinas Hazvineyi Kabisira as directors.

The Ministry of Lands chipped in by making an advance payment of 30% to Blackdeck for goat procurement. On specific dates in 2022, they transferred substantial amounts into Blackdeck's CABS bank account. The grand total? ZWL$1.6 billion, equivalent to a staggering US$7,712,197.10 at the interbank rate.

Now, ZACC eagerly awaits documents from the Ministry of Lands. These papers should reveal how many goats Blackdeck actually delivered. Additionally, they're keeping an eye out for a statement from CABS Bank, confirming the Ministry's fund deposits. The deadline for these documents is Monday, 10 June 2024. Fingers crossed that everything falls into place!
