Chiwenga As Health Minister Demotion Or Promotion?

Vice President Constantino Chiwenga was appointed as the Health Minister yesterday by The President and this sparked a war with keyboard warriors on social media.

Questions were flooding about this move if really was constitutional and was really a promotion or demotion. However, Nick Managwana cleared the room saying it was a promotion and was not new, Same job, different assignment. He remains a VP presiding over the Health portfolio the same way ED was Minister of Justice as VP.
